Procurement Green Paper – establishment of sub-working groups and call for comments
With a view to responding to the Government’s consultation on the Green Paper, the PLA is setting up two additional sub-working groups, in addition to the remedies sub-working group already in place. The scope of each sub-working group is as follows:
- Remedies SWG – Chapters 1, 6 and 7 (overarching principles, including the new “review unit” mentioned in Chapter 1, transparency and debrief letters in Chapter 6, and remedies in Chapter 7)
- Consolidation and procedures SWG (Chapters 2, 3 and 5 (consolidation of the Regulations, new procedures, DPS+ and frameworks)
- Selection and tender evaluation SWG (Chapters 4 and 8 (supplier registration, taking account of past performance, selection and evaluation criteria and prompt payment).
Together the three sub-working groups constitute the Green Paper Working Group.
Each SWG will co-ordinate separately with a view to organising online exchange of views amongst its members and the preparation of draft position papers. Draft position papers will then be shared with the members of the Green Paper Working Group before final positions are taken.
If you are interested in participating in any one of the three SWG please email PLAevents@pinsentmasons.com indicating which particular SWG you are interested in participating by the end of Wednesday, 20 January 2021. Existing members of the Remedies SWG do not need to email again – you will be automatically included in the Remedies SWG responding to Chapter 1, 6 and 7.
As an alternative, members have the option of submitting comments for the consideration of the appropriate SWG by email. Please submit your comments to PLAevents@pinsentmasons.com making it clear on the subject of the email the subgroup for which the comments are intended. The deadline for submitting comments via email is Friday, 12 February 2021.
